Professional Background

Norman brings more than four decades of experience to his work as a mediator, grounded in a career spanning government service, private practice, and extensive civil litigation. Since beginning his practice in 1985, Norman has handled a wide range of civil matters—including tort, medical malpractice, employment law, and bankruptcy—before developing a deep, sustained focus on False Claims Act (FCA) litigation.

For over 30 years, Norman served as an Assistant United States Attorney, where he held key leadership positions that shaped federal civil enforcement in his district. His roles included Affirmative Civil Enforcement (ACE) Coordinator, Civil Health Care Fraud Coordinator, Deputy Civil Chief, Civil Chief, First Assistant, and ultimately Acting U.S. Attorney. This progression reflects both his legal expertise and his trusted leadership within the Department of Justice.

Following his government service, Norman continued his FCA‑focused work as Of Counsel at K&L Gates from 2021 to 2025, representing defendants in FCA cases.

 

He now dedicates his practice exclusively to private mediation, offering parties the benefit of seasoned judgment, a balanced perspective, and a deep understanding of the complexities that define FCA and other high‑stakes civil disputes.
